Owed £20k of PPI but have a settled IVA

Hi guys,
A family member is in the following situation and I'm trying to get to the bottom of it.
Settled IVA in January of this year with a final pay off with a £10k payoff, leaving about £40k unpaid but agreed as complete.
Has paid about £20k in PPI across 6 different companies.
Northern Rock have paid him back no problems.
Barclays have said they'll pay back no problem.
The rest say because of the IVA he can't be paid back.
Are they right? Do I have to go with one of these no win / no fee agents do you think? I don't want to.

First off ... hopefully the completion certificate has been issued. If so, write back to them advising them that you will be taking the claim to the Financial Ombudsman.
That said, your relative has been let off £40k of the debt, plus any interest that would have been accruing. Why not just call it quits ?0 -
Yes I have spoken with the FO today and begun the process.
I understand your point, but there's a good chance the debt wouldn't have got on top of my relative had he not paid out £20k in PPI and was then told he couldn't claim!
