Does anyone know if publisher is capable of double sided printing if so how is it done.

I cheat and turn the paper around unless you have a double sided printer I guess thats how we all do it

If you open the "Help" on Publisher's toolbar and search for "double sided printing", you will be given all the information you need on what is known as "Duplex Printing" and how to find out if your printer supports this feature.
This information is available in my 2003 version of Publisher, so it probably should be in 2000 also, I would think.
You could however have a look at the following link I have found on producing newsletters using Publisher 2000, opens up as a "Word document" hope this helps
