Should my phoneline be silent?

Silly question but should my phone be totally silent?

I sometimes struggle to hear conversations clearly if there is ambient noise in the house and I can't turn the volume up on my home phone (cheap £10 corded BT jobby)

I have followed BT's fault finding guide (different phones (dect and corded), direct connection to master socket, direct connection to test socket, 17070 quiet line test, etc) and there is a constant hiss/rustling leaves noise on the line.

I call the BT Support line and they ran tests but could not find any problem, they said I could arrange for an engineer but if they found a fault within my boundary then I could be charged upward of £175!!!!!

I asked for them to be quiet for a moment and listen but unfortunately their callcentre is full of background noise so no joy there.

Broadband is on a seperate line without a phone service.

Am I right, should the line be 'totally' silent or am I just expecting too much?
