No PCN on vehicle, Notice to Owner received

Hi
I've sure this question must have been asked a thousand times before but I can't find a direct answer through a search.
But I've just received a Notice to Owner asking for £110 but I had no idea I had a PCN. The Notice to Owner has the relevant photos with it showing my vehicle with the PCN attached to it, but there was nothing on the vehicle when I returned to the car.
I am assuming that someone has taken the PCN off the vehicle and now I am left with a larger fine.
I probably wouldn't dispute the PCN but if I had a chance to pay it at the reduced rate, I would.
What should I do with the NTO? Can I write to the council stating my story and ask to pay at the lower rate?

Register with pepipoo.com and post on there. You need pics/scans of both sides of the nto rec'd and remove identifying details. Host on tinypic and post the url that tinypic gives into your post on pepipoo. They are far better at council tickets as they help so many more people. Good luck.
