Council Tax and Live-in Carers.

My parents get guaranteed pension credit and don't have to pay council tax. As their care needs are increasing, we are thinking about employing a live-in carer. It will be through a company with each carer living-in for 4 to 6 weeks at a time.

Am I right in thinking that this won't affect their exemption from council tax?

Your parents aren't exempt from Council Tax but they probably receive Council Tax benefit to meet the bill. There is an important distinction.

There is a carer disregard for Council Tax but checking my HB regulations, it does state that a live in carer is disregarded for HB/CTB purposes.
I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.
