Member logged in but unable to post?

Hi all :hello:
Does anyone know why a member can be logged in but when they try to post on a thread the option is not there:
ie:
When clicking on user CP it says they are not logged in but they are.
and the message: If you are trying to post, the administrator may have disabled your account or it may be awaiting activation.
Posting rules
You may not post new threads
You may not post replies
You may not post attachments
You may not edit your posts
