How do I allow certain buyers to bid?

Hope someone can help with this please.
I am pretty sure I have done it in the past, but it's been a long time since I sold alot, and I have searched ebay to no avail.
I basically have an international ebayer (only Republic of Ireland) interested in an item, but I have international bidders blocked and want to keep it this way but just allow this particular buyer to be able to bid on my auctions.
Did I imagine this is possible or can I do it somehow?

Account, site preferences, buyer requirements, activity log.
If they've tried to bid you can tick them & that will allow them to bid.
If they've not tried then I don't know how to do it without changing your buyer preferences.0 -
Thanks, I checked that and there was nothing in there... I might just tell the person to bid and see if that option comes up then.

Add them to your exempt list.

However you will have to remember to take them off again, if you want it to be a one off.0
