Dumb question to ask I'm sure, but is it legal for one person to insure two separate cars - both of which are on the road?

you mean you own 2 cars and drive them both and want to insure them both? if so yes that is legal and that is what you have to do0

if possible stick to the same company for both cars. you are normally given a better deal0
