Well maybe - but I think its actually charged as a part of the airport fees, so it just seems free.
But the situation is still an asymmetric
UK taxes and airport fees are charged to everyone irrespective of where you come from. The US ESTA amd land-entry fees are not charged to Americans (or Canadians).

Fruit is on the list of food items that you cannot import into the USA, however you're entering.
They didn't search our car. (Just seemed to be doing random spot-checks.)
