Asking for directions. Please help!!!!

Hello.
I am really hoping for some advise as we have received a parking ticket which really seems unfair.
My husband was returning for university on the 28/09/11 late in the evening. He was driving down the A13 when the petrol indicator started beeping. He goes to uni in London, only started in September and we live in Kent so he does not know the area. Knowing there wasn't enough petrol to get him home he turned off the A13 to try and find a petrol station. He drove round for 15 minutes and couldn't find one so was getting increasingly worried about running out of petrol. He then spotted a council worker emptying bins so pulled over to ask if he knew where one was. He parked in front of the council workers van, jumped out, asked the worker and promptly got back in the car and drove away. Being so worried about running out of petrol in an area he didn't know and it being late at night so not many people were around he was just so happy to spot someone he could approach for directions he didn't even consider checking for parking restrictions for the 2 minutes (or less) he'd be out of the car.
SO we want to know if there are any grounds for appealing the ticket. Obviously if not we'll pay and put it down to experience but maybe there are so sort of exceptions??
I've uploaded the ticket and really would appreciate any input.

You can appeal it - for a start there are guidelines about use of CCTV cameras to catch parking contraventions - but will need help from pepipoo forums. You will need to show them the whole PCN though because you have not shown the most important info (the front page).
