To SAR or not to SAR

I wrote to Capital One and HFC credit card copanies and GE Money asking for copies of my credit agreement because these accounts were closed in 2007 and 2005 they refused to send out copies of the credit agreement therefore I have no paperwork.
The question is should I send each of these companies SAR letters or proceed with my PPI misselling claim without any paperwork?
