HMRC Refund Deadline?

We are a very small company (3 employees) who have CIS deducted from payments. We submitted our PAYE in late April and are due a refund of £3,000 - this is having a huge negative effect on cashflow. HMRC have advised the refund will need to be investigate but they are very busy so could I be patient - surely I have been it is now October! If I owed this money to them I would have been fined after May 19th - is there no deadline by which I can expect out money to be returned?
