damp party wall

hi, and thanks for looking.

We moved into our victorian end terrace last december and as a condition on the mortgage had a damp proof course done.

When the guys did it they chipped back to the brickwork from the floor to about 1 metre up the wall, on all the downstairs external walls and the party wall which runs along our hallway.

Then they seemed to stick some blue plastic to the bricks and put some plasterboard over it before finishing the plasterwork.

Is this a proper dpc, or have we been done?

I only ask because there now appears to be damp on the party wall... it is above the line where this 'damp course' was installed though.

This dampness seems to have appeared quite quickly at the same time as the showers we are still experiencing up here... could it be coming through from next door... down from the roof... or up from the floor.

Also, is the neighbour obliged to help with the cost of sorting this out as we have already forked out for the original dpc and other works, decorating etc. and this will only eat into our wedding budget if we have to pay for this too.

    If you had this done by a proper firm, then there would be a 20 or 30 year guarantee.

    The use of "blue plastic" does not sound too good

    Also, if the party wall was injected, then its no good just doing half of it, as the other side should be done too. The neighbours are no obligated to pay towards your treatment/half of the party wall, but would for their half. And if you are injecting the party wall, then you should serve a Party Wall Notice on the neighbours
