HP Pavillion Laptop

I have a HP Pavillion 6002 Laptop running Vista which has been ok till today.
Today when I press start the start menu appears but has a blue background also if I go to the internet browser (IE) and open that also has a blue background.
The desktop background photo is uneffected so OK
I have tried to do a system restore in case it has reset something.
Can anyone suggest what I should do?

Could be virus / spywhere - run a virus check, do a spywhere check with spybot etc.
Or try changing the desktop theme first before doing the above.0 -
I don't know what I've done but I had a fiddle in Personalize with colours etc., and it now appears to be OK.0
