I remember working for a newspaper not long ago, and changing the pronunciation of my surname slightly depending on which community I was in.... Photos aren't worth the risk, so can't see how chipping can be enforced when licencing has failed- I'd never actually considered the divide as a factor.
If the pets aren't licenced from birth, they'll be hard to trace- and what will happen to a stray bought in with no licence, chip, etc? Could lead to a rise in being PTS.

We had crew numbers & no names on our ID's & one lad insisted on being called Micheal instead of Mehaw (sorry,don't know how to spell it) in some areas.
