Not enough hot water to fill bath

I have a Potterton Flamingo 20-30 boiler, and hot water tank in loft. On filling the bath, the hot water runs out by the time it is only half full.

Can anyone tell me what the problem could be please? Does the boiler need servicing or is the tank perhaps too small?

    I'm not an expert, but our boiler only provides enough hot water for about 3 inches of bathwater. It's rented accomodation, and the plumber who came round recently told me that the boiler is very small and only holds a tiny amount of water.
