Council Parking Ticket on Unregistered Land

Hi,
I have managed to get (and paid for) 13 Parking tickets in the past 18 months in a car park "run" by the Swansea City Council on land that is unregistered.
Now I'm guessing the Council Wouldn't have received permission to use and distribute parking tickets on that land if nobody actually owns it?
Am I in the wrong or am I correct and can I appeal?

What you could do is email the Council and ask for the Traffic Order which relates to that place. Anyone can ask to see a public document like an Order, you are entitled to ask for any reasons - and many can be emailed back to you as a PDF.
Then when you have the Order - or if the Council muck you about - you could post for the opinion of the experts on pepipoo.com. Ask them how to upload the Order into their repository then link it to your new thread, so they can look at it. Start a new topic after reading the FAQs such as 'how to post pictures':

Basically a Council can only issue PCNs if they have a valid Traffic Order for that place. I think a lot of land in certain areas is unregistered but that doesn't mean the Council could not necessarily issue tickets there. It's the Order that permits them to do so.

Unregistered land merely means it is not registered with HM Land Registry. It does not necessarily mean nobody owns it.0

Try Traffic Regulation Orders and name the road you want to see the Order for.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
