Item not arrived - what now?

Sorry, I am sure this must have been answered somewhere but I can't find it.
I bought an item on 24th September and paid immediately by paypal. I haven't heard anything from the seller and the item has not arrived. The info on the listing said estimated delivery 3 - 5 days. I have sent two messages through ebay with no response from the seller.
I tried to use the resolution centre but it says that I must wait until 9th October.
Should I be making a chargeback claim through paypal (and if so, how?) or just wait until 9th Oct and go through ebay?
Advice on what to do next would be appreciated.

If it's INR, always through PayPal, why don't you message the seller again, then if it's not with you within 12 days of payment, ask for refund or replace, and if not by the 14th day after payment then open a case in PayPal0

If a seller does not respnd to a gentle enquiry about a late item then I would always tend to go for a Paypal dispute quite quickly. In fact OP, I might be tempted to wait until your post arrives tomorrow, and then if it still is not with you open a case in paypal. Thanks for your quick response.
The item was a used skirt, so there's no possibility of replacement. It went for the opening price of 99p plus postage, and was a 'name' so arguably was worth more than that. Already 13 days have passed, but I have sent another message to the seller and will give her another couple of days.I'm a retired employment solicitor. Nah, start a claim tomorrow in paypal. Yours is the day after mine (paid on 23rd and still not got it) I can open a claim with Ebay on the 10th, so yours is the 11th.0

Ebay claims rely on the despatch times and postage methods quoted by sellers, not a fixed tiem point.

Okay, I have contacted the seller three times through ebay now, with no reply.
So I have opened a paypal dispute this morning.
I am a bit confused as it says that we now have 20 days to resolve the dispute, but it also says that if the dispute has not been escalated to a paypal claim within the 20 days, the dispute will be closed by paypal.
But I cant find anywhere that tells me how long I must wait after opening the dispute before I can escalate it?
Sorry if I am being thick - I have been buying on ebay for years and have never come across this situation before, I guess I have just been lucky.I'm a retired employment solicitor. Hopefully some of my comments might be useful, but they are only my opinion and not intended as legal advice.0 -
