It not really possible to say which is better. Reading between the lines, it looks as though the Acer has a slightly slower CPU but a bigger hard disk. So a decision on "better" depends on which of the two factors you value most.

In terms of reliability, I'd place Samsung higher than Acer, but others may differ on that!
