I want to make a claim againts Egg for PPI against some loans and I am slightly confused
I know the loans account no that had the PPI on but do not know the PPI reference number and Egg can't tell me - is this an issue?
Do I complete a questionnaire as step one or just write a letter?

Hi and welcome
Use the loan account number, this is what we normally do, as the ppi was added within the loan anyway I expect and paid as a single payment as such.
As long as you have your reasons, you can continue to make a reclaim by completing the reclaim questionnaire on step 3, you can though optionally request for the copy of the agreement, but that's not essential.
Many have just continued with the reclaim questionnaire, complete and send to their head office or complaints dept, and remember to keep copies for yourself as well.
