Help choosing mailing list service

Looking to set up a couple of mailing lists for a community group I am involved with. I've set up yahoo groups before but that's not quite going to do for these lists. I need to be able to either moderate at the level of individuals, or be able to create three groups of members.
1. administrator/moderator
2. full member (can post messages)
3. restricted member (can't post, but can read postings)
Ideally this would be done through emails with web forum backup (like yahoo/google groups).
Anyone know of any service that can do this? Preferrably free, or failing that v. low cost.
Otherwise I guess we may have to look at using mailing list software on our own website. If so what would you recommend? It's currently hosted on a windows server, but could be changed to linux if that helped.

Apologies, I've just answered my own question!
Google groups can do this.
Anyone any experience of using Google groups? Anything positive or negative to say about the service?0
