Must a Council send letter about Excess Charge Notice within 6 months?

Please help!!
I have two concerns,
1) The council have only this week informed me of two parking offences which took place in January and March 2011, both therefore over 6 months ago. I had tickets on my car but ignored them as I heard that the council weren't following them up. Anyway they must have cleared their backlog because they have contacted me now...over 6 months later! Am I right that they should send a letter within 6 months?
2) The ticket says 'PENALTY CHARGE NOTICE' Road Traffic Regulation Act 1984. Am I right that this is wrong in itself because Excess Charge Notices operate under the Road Traffic Act 1984 and PCNs operate under the Civil Enforcement of Parking Contraventions regs 2007?? Does this make the ticket invalid?? Surely the ticket should be called an 'excess charge notice'.

Pretty sure you are right but please also post on pepipoo.com as they will be able to assist with the legal niceties.
I'm surprised they would be ECN's as these usually go direct to maggie court without discount.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

If they were ecn's I'm surprised you have not had a summons yet, NEVER ignore a Standard Charge or Excess Charge.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

It says 'Penalty Charge Notice' but its says under the road regulations act 1994...im sure only ECNs run under this act....i may be wrong0
