Car insurance excess question

Hi everyone,
Looking for some advice...
My other half has just starting driving and has unfortunately scraped and dented a neighbours car whilst parking, (narrow road and misjudged the spacing.)
The other person has had a quote for repair and its over £1000, they're replacing panels, spraying etc and some work we don't think is our damage (other side of car).
Both parties have decided to go through the insurance companies, so we rang ours just now to let them know (we weren't sure what we needed to do), its all been very friendly so far.
Anyway, the insurance company have told my other half that they will contact the neighbour and ask if she wishes to pursue the claim and try get her to one of their garages etc.
What has got us though, is we thought we'd have to pay OUR excess amount as they would be claiming on our insurance (we're not bothered about fixing our car and we're 3rd party fire and theft only), but the insurance company said that we didn't need to pay any excess?
So...who pays the excess? Is it the neighbour? If so, can they claim this back from my partner personally? If so, my concern would be that she could have her voluntary excess set very high?

you pay the excess when you claim for your own car, not when somebody else makes a claim on your insurance.0

as mentioned, you only have to pay an excess if you claim on your insurance for damage to your car.
If your neighbour deals directly with your company then there is no excess, if they go via their own company then they will have to pay their excess but can then recover it from your insurance company0
