Asda Car-Park 'Fine'

I usually park in the underground car-park of my local Asda, as it's free if I spend £5 or over in their store. Today I parked in an ordinary space, paid £1 for my ticket, which I displayed on the windscreen, then went off to the bank, M&S, WH Smith, then for lunch with friends which took a little longer than anticipated. I went into the Asda store and spent £10.27 and got a £1 refund for my car park ticket. The cashier pointed out I was over my time on the car-park and to watch out as there was 'a man patrolling it'. I got back to my car to find a Parking Charge Notice from Town and City Parking Ltd (Perth). The time entered on the ticket was 15.00 and my ticket expired 14.42. My till receipt shows I was paying for my goods at 15.11. Chances are that if I'd returned to my car without shopping in Asda, I wouldn't have got a ticket, because I'd have been there before 15.00.
A Parking Charge of £60 is now due, but it points out that if I pay within 10 days, then I only have to pay £30. If the charge isn't paid within 28 days then a £10 administration charge will be levied. 'Failure to respond will result in civil legal action being taken to recover the parking charge (together with any judicial expenses that may be incurred).
I will not park in Asda's car park again. I will not shop in Asda again. They're hardly encouraging their customers to shop there, are they? I resent the amount of time I've had to trawl the Net to find out more information, but so glad I found this Forum!
Any advice would be appreciated, thank you!

If you raise your head about 45 degrees you'll see the parking forum,but I'll save you looking and tell you the advice- ignore the ticket.Went shoplifting at the Disneystore today.

You have not been given a parking ticket or a fine:
From a legal prospective what you have been given is an "invitation to pay a private invoice".
You are legally within your rights to reject the invitation and keep your money:
What will happen is they will buy your private data from DVLA and send a series of menacing letters threatening to take you to court and then more letters from fake debt collectors and fake solicitors again all threatening to take you to court.
They will not take you to court as legally they have no power to fine you or charge you a penalty.
In short it is a scam of impersonation of officialdom and empty threats.
HOW TO DEAL:
IGNORE everything, ignore all letters, ignore all fake solicitors letters and ignore all fake debt collectors.
They will get fed up and move on to another victim.
IGNORE Means exactly that IGNORE, you do not appeal, there is no appeal it is part of the scam, you do not bite back, do not write or do anything to correspond and they will go away, if they call your telephone, do not confirm any information place the handset down and leave it of the hook for ten minutes .
BE WARNED evidence on these and other forums clearly describes how people who do pay these hoping they go away receive further demands for more money, often several hundreds of pounds.Hi, we’ve had to remove your signature.
