I've sold a netbook, now how to delete the data and offer a fresh install of windows?

Hey folks 
I've just sold my sisters netbook on Ebay on her behalf, and was wondering what is the best way to delete the data etc. currently residing on the computer? Everything important is backed up externally, so no worries about removal of settings and data etc.
Its running Windows 7 starter edition, but being a netbook it didn't come with a Windows disc, however I do have access to an external usb powered dvd drive if needs be.
Any advice on an easy (and quick!) way of removing current data and reinstalling a fresh copy of Windows?

There should be a Factory Restore Partition on the Netbook. Make and full model number?0

Just be careful, personal data is still there an reasonably simple to recover if you know what you are doing...0

You can use CCleaner to wipe the free disk space0
