Mac / iPad - Photo Editing Software

Hi,
I'm looking for some free or cheap photo editing software which I can use either on a Mac (or online via a Mac) or an App for an iPad / iPhone.
All I need to be able to do is blur or White out a number plate of a car on some photos I need to upload to the net.
I used to use Paint Shop Pro with my old Windows Laptop, but now a Mac user and I don't want to have to buy Photo Shop etc for Mac just to do this.
I've looked at some iPad / iPhone Apps but they just seem to add effects to photos (make them black and White or make them look old etc) but I can't find one that I can Blur / Blank out parts of a Photo.

If so, press and hold the left mouse button and drag it to paint out what you need to, then click the blue arrow. You can change the size of the painter on the right of the red x0
