Short answer... ignore it. If the bailiffs knock the door, call the police.

Long answer, I'm a bit confused about the timings. When did the bailiffs send the note? What's about a 'year or longer ago'? What happened a month ago? I'm also confused about a few other things. Are these court appointed bailiffs? Or are they debt collectors? Have you ever received a court summons? Have you ever seen the original parking ticket?

Tell police, lock all downstairs windows, do not answer door to them. They are not allowed to enter unless a door/window is open or they have had a door opened to them previously. Speak though the letterbox and ask to see a copy of the warrent they claim to have. If they refuse (almost certainly will) tell them to go away and come back with the police.

Just leave a note outside your front door for the bailiff the same length as your post, without any sentences or punctuation, and he will take 6 months to understand it before he comes back.
