Towed from unmarked suspended bay

On Saturday I had my car towed from a bay that had been suspended but I didn't know it had been suspended as the notice was far from clear.
For a row of bays (probably about 50m in length) the sign simply said that 5m in front of numbers 21-30 had been suspended for a skip. When I parked there was no skip and also at least one of the bays free should the skip return.

The rules of Wandsworth Council say that parking in a suspended bay means a PCN (which is fair enough) and that if your car is causing a danger it will be moved to another space of nearby road.
My car wasn't causing a danger given it was amongst a line of other parked cars so in my view shouldn't have been moved and I don't believe it should have been towed to the car pound straight away. I was there for no more than 2.5-3hrs, not blocking entrances, not on the footpath, not obstructing traffic.

I now have to pay towage fee of £200 plus my PCN plus an additional £40 as it was at the pound more than 24hours since the pound wasn't open when I went to collect the car yesterday.

Do I have grounds to appeal the towing? I am not even certain I was in the suspended bay as yet to see the council's photographic evidence. Plus, there were no bays clearly marked as being suspended anyway.
Also, can they really charge me an additional £40 for their car pound not being open when I went despite them assuring me (on 3 seperate occasions and on their website) that the pound is open 24/7)

Any thoughts appreciated

    Go back and see if the sign is still there and get pics (digital camera/mobil phone set on macro/closeup), take pics of all paperwork, all sides, google street view would help if possible. Host on tinypic and see the stickies on pepipoo for how to post pics.
