Of course PDSA are cheaper than the other vets, they are a charity. So for every pound you save, someone else has donated a pound to the charity. People usually do that because they think they are helping animals who are in need, not animals who have owners who want to save a few quid. To use them as regular vets is taking advantage of charity work.
They are there for people who come across temporary problems so that the pet doesn't suffer too much. Using them all the time without paying more than the charitable price is taking advantage.0 -

Whilst that is true, they must make enough of a profit on the paid work they do to consider it worth offering.0 -
