What's petty is complaining about it.
I think the OP is right to complain because the inconvenience to the bank and to the customer is disproportionate to the amount involved. If it was very a large amount, then the inconvenience would be proportionate to the amount, but in this case, it is disproportionate and an unreasonable policy by the bank. In other words, the OP's decision to make a complaint is based more on the amount of inconvenience caused than on the amount of the payment. The inconvenience is not petty.

I've just had the very same problem, twice.

I've had a bill in for 49p (I cancelled the service and it was the final bill). The only way to pay it was via direct debit. The company even agreed that taking the funds via DD would cost them more than the value of the invoice but it would be the only way to clear the invoice as the system doesn't allow to void an invoice.

and I got interest on an account I closed last month of 8p. I'm not allowed to move this 8p, so I had to transfer in £1 so I could transfer out £1.08. I'm sure it would have been cheaper and easier for both me and the bank to just allow me to move the 8p...
