Re-roofing a tenement building

I own a top floor tenement flat in Glasgow and it has had roof problems ever since I bought it 5 years ago. Our factors have finally obtained some quotes for getting a completely new roof. They have apparently obtained two quotes from two different companies and the lower one is apparently £34,000 (which even between 8 flats is a lot of money per person).
I knew it wouldn't be cheap, but this seems extremely expensive to me. Does anyone know what sort of price I should expect for work like this? I haven't actually seen the quotes so have requested the factor send them to me (lots of bad experiences with them over the years have resulted in me being very wary of them), but am wondering if it's worth organising another quote myself to see if it really has to be this expensive.
Any advice would be greatly appreciated!

I think it might help if you gave some idea of the type of roof, its size and how far off the ground it is.0

The building has four floors (including ground). From my survey report in 2006:
"The roof is pitched, timber framed, boarded, felted and slated. An inspection of the roof space revealed that the building has been affected by fire in the past and most of the roof frame appears to have been reconstructed. We do not know when this work was carried out. There are a number of chipped, broken and loose slates and a thorough overhaul of the roof covering is required now. At the time of inspection damp penetration was noted at various parts"
Had I known then what I know now I probably wouldn't have bought a flat with a report like that, but I didn't know how much resistance I would face with the factors (and with the other owners) in getting repairs done. 5 years later and finally something might get done about it.0 -
As for size... I don't know, but there's two large flats on each floor if that helps. Will look for a picture...0
