Language for Operating System

I have inherited a HP Pavilion DV6 laptop from my Dutch Father Inlaw, who has just passed away.
However the OS is in Dutch. Its running Windows 7 Home Premium.
How can I change it? I've tried under the control panel, selected languages etc, but still all the menus are in Dutch.
Its not helped by the fact that my Dutch is very limited, so I am half guessing from memory the options.
It appears to be a fantastic laptop, but I cant really use it!

If there is a valid COA attached, would doing a new OS installation using a English language version of Windows 7 premium do the job? (provided that you also have any required HP drivers for the laptop).0

You need Windows 7 Ultimate for that. Unless..... you have a little knowledge or you use Vistalizator.0 -

A clean install is always an option.0 -
You need Windows 7 Ultimate for that. Unless..... you have a little knowledge or you use Vistalizator.
