Yup....that's the system which responsible Insurers will follow....inspect, write off, get rid.....but it does cost money.
What can often happen though is that an Adjuster or Claims Inspector is sent out to inspect the item. If they see it is so badly damaged that its pointless inspecting, they will simply agree that its a write off rather than having the obvious confirmed by an inspection service who will charge a fee. The Adjuster can't take away the laptop because the customer will want to retrieve the hard drive...so its left.
In other cases, where the value of the item is quite low...say below £500...some Insurers will just accept in good faith what they are being told over the phone and not inspect the item at all. So you can see how these damaged items can be left in 'circulation'.
As for the hard drive, the Insurers will be looking to determine date of last use + any sign of ownership registration + whether the hard drive itself is in working order. They don't snoop about trying to look at anything else.....but I understand the point and would probably feel the same way myself. Its an issue which frequently causes complaint but its a good way for the Insurers to either detect fraud or validate and pay the claim quickly.
