Is it purely for noise and dust or is reduction in property value considered?
I'll never be a Money Saving Expert while my kids are Mony Spending Experts.

The office of Deputy Prime Minister has published five booklets giving advice on the Land Compensation Act

Before the scheme went ahead baseline noise, vibration and air quality surveys should have been carried out. From these an Environmental Impact Assessement would have been published as part of the Planning Submission process. This Assessment would have identified which properties would be affected by the proposed scheme and any mitigation measures required - during the construction phase as well as post opening.
