parking ticket - do i pay

Hello - just looking for advice from parking ticket experts.
In july my partner got a parking ticket (although she didnt get it - she has no recollection of seeing ticket on windscreen). 1st week in Septmber she received a Notice To Owner saying that lost right to pay at reduced rate of £35 and now have to pay £70. Sent appeal letter in stating had not received it and a few other queries.
1. the stretch of road where she parked has always allowed parking for up to 1 hour apart from nights and wkends when it is a taxi rank - turns out it has recently changed and is loading only at all times - my partner was not aware of this. She has since asked in a shop and they said it changed at end of June - so would have been a week before she allegedly parked there.
2. The Notice To Owner said the ticket time was 0835 and we queried this as she would be taking children to school then and would not be in the town centre at 0835 - which is over 15 mins drive away from school - although she regularly pops in after doing school run - so from 9am onwards.
Wrote to council and raised these issues. Got reply back today which shows photo of car and highlights sign demonsrating loading bay sign. However - does offer chance to pay at reduced rate of £35. she was about to write the cheque and then looked closely at the photograph. The time on it is 0920 - and yet they are claiming the ticket was at 0835.
Basically - should she just give in and pay or are there any grounds to dispute this. Thanks. RON

NO NO NO. Go to pepipoo.com with all the evidence and let them guide you. Some councils have been known to "accidentally" send wrong pics.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0
