Moving to new Webhost - do old host really need my password?

I'm planning on moving my website to a new host but I've just looked at what I need to do to do this and found that my current host will need the following details send as a fax!

Full name and address
Must contain your username & password and the domain name
Clearly state the IPS TAG that you wish to move the domain to
The reason for which you are closing your account

All signed and dated.

Why do they need my password, if there is no way around it I'll just change it so something else before cancelling.

I thought I could just tell the old host that I want to move, and then arrange things via the new host.

YOur old host requires all the relevant details including your password to verify that you are closing your a/c with them, else anyone could claim to be you and close your a/c for you.
