Land Registry - who is in charge?

Can somebody please tell me exactly who is in charge at the Land Registry? Telephone number, email address, etc.
They've made a number of blunders on an ongoing land issue and I'm sick and tired of their complete incompetence and missed deadlines. There must be somebody who me (or my solicitor) can really yell at and get something done.
