Parking ticket

My brother has recieved a parking ticket for parking in a loading bay without loading/unloading.
He was actually working for the shop in front of the loading bay. The parking ticket said he was there for over 40 minutes (they were watching) with no activity. My brother says this is absolute rubbish because he was unloading constantly and went into the shop to do paperwork for about 5 minutes. In total he thinks he was there for roughly 30 minutes tops.
How do you fight this, he has paperwork to prove he was doing a job, his manager also sent a letter in to confirm this and he could provide several witnesses to back up this.
Also this was not a restricted time bay.
His boss recieved a letter back to say he was gonna have to pay. Hes absolutely furious. Its £35 which he could pay but it leaves a bad taste whe you havent commited the offence.
The town Hall say they have camera evidence but my brother cant figure out how this is possible. Could they be lying??
Is he allowed to see so called evidence?

    Nope he cannot see the evidence and yes its the Council so will have to pay if the dispute failed,
  • Just to add his work collegue has just got divorced and his wife is a traffic warden, my brother thinks she got his van mixed up with her ex hubbys and she is behind this. Council will not comment

    The council will not tell you who ticketed it either, I think suffer the loss and move on.
  • Your best bet will be to go to pepipoo.com and post there. You are entitled to see evidence but let them help you along the road to appealing etc. Copy all documents rec'd, all sides, and post the pics as per the stickies. Councils often get signs, lines and details wrong.
    I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.
  • I think he may have to as well, but hes worried about it happening again because he delivers to the shop twice a week.
