BT Fusion Cashback question

Apologies if this is the wrong forum. Wasn't sure whether to post in mobile or home.

Just checking through my BT Fusion cashback details, and I see that I have to send the claim in within 28 days of the date of the 12th bill.

I called the help line to check and they told me that the bill reference has MOXX at the end of the ref no to show which month the bill refers to.

However, I just checked and discovered that they did not bill me in Sept 06, and then billed me for two months in Oct 06. However the MOXX numbering was only incremented by 1, and not 2 as it should have been. As a result, my 12th bill will show as MO11, and not MO12.

Is this a common occurence? If so, am I being cynical to guess that this might be designed to confuse users and avoid paying out on the cashback?
