Discounted parking fine payment accepted online

I'm wondering whether any of you moneysavingexperts can advise me.
I got a parking fine. Forgot about it and then paid the smaller discounted fee using the online payment service of my council - North Herts. I entered in the PCN and it let me pay the discounted fee. DOesn't this mean they have accepted it? THey sent me a letter wanting the rest. Do i have to pay them. Isn't this some sort of contract if the website accepted payment.
Appreciate any thoughts on the matter.

    No, if you paid less than you owed they are entitled to come after you for the rest.

    Doesn't mean you have to pay them though, appeal is still open to you and you should have done that at first.

    Did you realise that most people win who appeal a real Council PCN with the help of pepipoo forum (and even without help most people win at adjudication - in some areas Councils almost never contest!).

    If you appeal it then I believe you can take the matter to adjudication and if you win, the amount you paid would be refunded. Are you at the stage of receiving the Notice to Owner? If so then it's not too late.

    Register, read the FAQs, read some other threads for guidance and then start your own topic on pepipoo with a picture of all the paperwork you have received. All sides of all pages, back of the PCN, all of the blurb - everything except the PCN number and car reg, and blank your address and their reference from the letters.

    It's not too late to appeal if you are at NtO stage even if you have partly paid.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
