Potential Scam - Credit Cards

The other day whilst out shopping i received a telephone call supposedly from my bank saying i was now eligible for a credit card - i was immediately suspicious because 1) i had never approached my bank regarding a credit card, 2) my student bank account was sitting at minus £1000 for 4 months until i got my student finance paid in 3) they also said that the one they were proposing was an American Express which could be used as a visa/mastercard. I told the lady that I would consider the offer and go into my local branch to discuss it further.

Is this genuine practice of banks, or was this a clever scam to try and get debit card details?

    i would guess its a scam. i received an email to my email acc but addressed to my oh , it said there had possibly been fraudulent use on eBay and they needed to see which of the transactions were genuine and which weren't strange because that card has never been used on ebay so there wouldnt be any transactions ! genuine or otherwise !! . the email required him to input his card + security details to confirm he was the card holder ! [yeah right ].
    it stated that if this wasn't done within a certain time frame his card would be locked.
