I can't believe you could possibly consider it meaning that.
By your interpretation, you can get a semi detached property for less than £10k.

I would presume that any rational peron would understand that these are merely stacked in acending order of value.
They could of course and maybe should have just used lines, but is it really worthwhile postulating on it and that it could infer a different meaning than what clearly is apparent.:wall:
