PPI Reclaim- Natwest Help!

I have been following Martin's step-by-step guide on reclaiming PPI and have fallen at the first hurdle!
I used the letter template and wrote to Natwest to ask for my T&Cs for a loan I had a number of years ago, which I believe I was mis-sold PPI.
I have received a repsonse from them stating:
"We write further to your later dated 18/8/11 requesting information about the above loan. Our policy on disclosure to customers of information contained in our records is that we will comply fully with our legal obligations. These legal obligations arise under the CCA and the Data Protection Act. Under the CCA we will act on a S.77(1) or S.78(1) request if the regulated agreement has not ended. As the loan has ended we have no obligation to provide the information you request. Therefore you will need to write to the following address requesting a Data Subject Access Report and enclose a cheque for the £10 fee."
Should I pay the £10? Will this get me anywhere??

If you require the above, that is up to you, but you can make a reclaim without the need of the paperwork, if you have the account number that is fine.
To make a reclaim you use the reclaim questionnaire on step 3 below, send, remember to keep copies as well.

What you have done is request for the paperwork as requested on Martin page at the start of the reclaiming, but as said you can still make a reclaim without these.
