Ticket for speeding on motorway

Hi everyone!

Few months ago (in April) I received a ticket for speeding on the motorway. The limit was 50mph and apparently I was driving 59mph.
I do NOT remember camera flashing me at that time so I asked them for the evidence. They sent me two pictures showing my car passed over 6.6 lines at 2 meter centres (you can not see a driver on those pictures).
After I asked them for camera speed certificate and they sent me a letter saying that the camera certificate is available for everyone on gosafe website and they gave me a link which didn't work. I went to gosafe website myself and I typed the number of camera speed and the certificate was there :(
The first letter I received from them it was speed awareness scheme which included 3 options followed by a letter from TTC (course provider - please look below).
1. I could attend speed awareness course (which costs £85) or 2. I had to pay fixed penalty of £60 and 3 penalty points on my driving license, or 3. attend at court.
At that moment I didn't take into consideration the option of the course, because I wanted to see the evidence first.
In the letter about the camera certificate they said that TTC course provider will contact me regarding my attendance on the course. After receiving the evidence I decided to attend to the course instead of paying a penalty charge and getting 3 points on my driving license (if I get the point then my insurance will go up). Unfortunately TTC didn't send me any more letters, so I didn't bother to contact them in case they left my case. It happened to someone I know.
Now in the middle of august I received a letter that I have to pay a fixed penalty of £60 and 3 penalty points on my driving license!!!
I send them a letter saying that I want to attend a course. They said that I can not do that any more as my course had expired.
I want to send them a letter saying that TTC course provider didn't contact me like they said in their previous letter.
What do you think about this case? Have you got any idea how can I solve the issue.
Extra info: I drive for 9 years and I have never ever got speed ticket before. Also I have EU Polish license and not UK one.

    Hmmm...sorry but I think you will have to pay the fine. This is the Police and you cannot dispute this unless you go to a Magistrates Court - don't.

    You only get a short time to take up the 'chance' of a speed awareness course and I think you must have misunderstood the letter, because you have to reply to opt into it, then you would have heard from the course organiser. You didn't opt in; you would have had to confirm pretty quickly if you wanted to take them up on it, and it's clear you missed the chance.

    I suspect that in the original documentation for the speed awareness course it would have made plain that the offer was conditional. One of the conditions was that the course had to be completed within a time limit. If that limit has expired then there simply is no going back. Pay your £60 quickly before that offer is withdrawn as well and you find yourself facing a summons. It is highly unlikely that 3 points will in anyway alter your premiums - if you are worried that it will or you just want to find out if it does - do some dummy online quotes.

    For future reference you are lucky that the police force dealing with the matter was as understanding as they were and pandered to your requests. No one is entitled to see any of the prosecution evidence before they enter a not guilty plea at court. Of course, in order to get to that you have to give up all of the, what you might describe as the "easier options".
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(
