Pingu, not sure if NPAs will be able to help you at this stage, though they have good info on thier site.
You still first have to write to the council and state what happened etc then await their decision if they disagree with you then you have to write back and make a formal representation then the council will send you an appeal form, it is at this stage I think Npas get involved.
You first letter is informal and is not a representation. The council might just agree with you at the informal stage and cancel the PCN.

slinks received a PCN (Penalty Charge Notice), not a NIP (Notice of Intention to Prosecute), so different rules apply. I think they have 28 days to serve a PCN.adon30 wrote:I think if they have allready notified you within 14 days the NIP stands regardless how long you take to reply.

i was supposed to be appearing at NPAS on 1st march but got a letter on saturday i do not have to pay the PCN
my appeal has been successful without a hearing:D
