paypal question

Hi
I have had an email from paypal this morning saying that they will now only release my money after 21 days owing to being a higher than normal risk.
I am really confused as have over 100 positive feedback as a seller (no negatives ever) 4.8's and 4.9's accross the board on dsr's.
I have made my one and only ever refund on Thursday when someone asked to return something. I refunded their money straight away. Wasn't escalated anywhere. I should point out I am not a business seller - just selling old clothes and usual bits private sellers sell.
Is this normal that if you ever refund something you get your account restricted - seems a bit of an over reaction.
How long until the restriction is lifted?
Thanks

Sounds like a con email, log into your normal PayPal to see if the message really did originate from them.
I`ve had loads of dodgy `PP` emails amd always forward them to spoof@paypal.com0 -

It sounds like a real email to me , but you are quite correct and they should always be checked in the main paypal account and no links ever clicked on.
OP, what is your expanded seller dashboard like, and do you leave feedback for buyers immediately they pay?I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I do leave feedback for buyers usually on a mon or a tue (my sales end on sundays) I post out items day after payment or same day if payment recieved before I leave for work (I take items into work to post as work in a town centre and post in my lunch break)
As I say just seems a bit harsh
What is the reason they usually restrict an account - is it because I have given someone a refund?
This is the email below
We're writing to let you know about a change to your PayPal account.
Starting 25/09/2011, money from payments you receive will be placed in a pending balance for up to 21days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.
Even though you can't access the money right away, please send orders quickly and communicate with your customers. After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.
The money may be available sooner if:
We can confirm that the item was delivered.
Your buyer leaves positive feedback. (Applies only to eBay items)
This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.
Why are my payments being held?
We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.
Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.
Questions? Let us know
We understand you’d like to have immediate access to the money you receive and we’re here to answer your questions about this change to your account.
For more information and tips on what you can do to avoid having your future payments held, please see our Frequently Asked Questions. To speak to a Customer Service representative, log in to your PayPal account and click “Contact Us” at the bottom of any page.

In that case it might just be that you are selling in categories they consider high risk so you might have to put up with the hold for a couple fo months. However as long as you ship promptly and get feedback quickly you might only have funds held for a day or two.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I sell clothes mainly. Dvd's, cd's - usual householder stuff. I don't want to hassle people for feedback but only about half of people seem to leave feedback - fortunately all my high value stuff has gone (sold my wedding dress and other wedding stuff a few months back) so is just really shirts, dresses etc (lost 5 stone in weight so most of my stuff doesn't fit any more)
I guess I will have to put up with it but as I say it just seems a bit of an over reaction on paypals part.

ive had the exact same email this morning and it looks pretty genuine to me. I sell bits and bobs from round the house, bits of makeup and cant for the life of me think why they could be holding on to my money as ive got 100% feedback and havent had to refund anyone since i started ebaying. I too think its an over reaction as they are quick enough taking the fees due out of my bank account via paypal when its due. Oh and yes, it would be simple if people left feedback but a lot of people dont. This is a system account and does not represent a real person. Paypal and ebay seem to do things in bulk. So you might find that this weekend they are putting the 21 day hold on people (might be worth a look on the community boards). Another week it will be nothing by people being suspended for seller dashboard warnings or low stars. Just shows really that none of this is automated- it rather suggests a team of people working en masse on one particular thing at a time.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards.
