Need advice on personal hotspot

Can anyone pls help me find a smartphone with personal hotspot.
I often take my laptop to cafes, etc for internet browsing, but there aren't many of them with free wifi in my area.
I reckon I would use the internet for at least 20 hours per week.
I don't really need a posh smartphone. I just need at least 100 min of talk time and the personal hotspot facility.
Is it worth using cashback sites for this?
What would you recommend?
