NtO without PCN in Leicester city centre

I have recieved NtO today 23/09/11 with info that PCN was served on 22/08/11 for parking in a designated disabled person's parking place, without displaying a valid desabled person's badge in the prescribed manner. I have never had PCN served on that day or on the windscreen or by the post.
I parked that evening at 7pm and NtO states 19:58 time, but i haven't seen the disabled writing on the street, I checked road signs and pay machine if I need to pay, but because it was after 6pm i didn't have to pay and display ticket, and there were plenty more spaces to park, but somehow I have parked in a disabled spot. I must say I can not remember exactly where I was parked as like i have mentioned PCN wasn't there when I came back to the car, so I haven't thought anything of it until today. I am not sure what to do, as yes I know I was there, but i definately did not notice it was a disabled spot and it was after 6pm, plenty of parking spaces for at least 5 cars....
Could you please advise what to do?

Of course you can appeal. The NtO tells you how.

For starters part of your appeal can be on the basis that no PCN was served, ask the Council to prove service. That means asking them for a copy of the CEO's notes and all photos on which they intend to rely at adjudication.

And you may as well appeal all the way to adjudication because you have nothing to lose. As it's at NtO stage with no appeal received, the discount is lost and you are in for the same amount whether you appeal or not.

So go for it, get the best advice on what you can appeal on. Post a pic of that NtO on pepipoo here, start a new topic after reading a few threads first to get the hang of the forum:

You must include a pic of the NtO (minus ID and PCN number) so read the FAQs about 'how to post pictures' when you register.

As well as taking Coupon-mad's advise, take photos if possible of the position you parked in and the sign that is relevant to the bay. Many of these bays are not marked/signed correctly!
