My daughter has had a Dell Inspiron 1545 since last May, so not 18months old yet. Recently the screen was flickering at times, but if you moved the screen about a bit then it was fine. Panel or cable, I'd bet short odds on lcd panel. Reasonably easy to swap out on a 1545 but you have to get the right one. The 1545 came with both CCFL and LED back light LCD panels. An easy thing to determine by removing the bezel if you know what you are looking for.

£100 collected and returned sounds very reasonable as long as they are reliable.
