I think that's reasonable too.
Tell him the reason most kids don't pay when they're under 18 is their parents get child benefit for them, but you can't get it for him any longer.
Can he go to school, would 6th form accept him? Is it a definite no from college (what's he done?!) or did they just refuse him entry to the second year of his course? in which case can he repeat the first year or do first year at something else?
Did fairly well in college, but was late and generally uninterested. College has ouststanding ofsted so very sought after, they only want people there who take it seriously, whihc is understandable. He has no interest in trying other colleges.:(0 -

In these circumstances, I think it is time that you started to use the NILIF/tough love approach.
1. Get his lazy little butt out of bed every morning at a reasonable hour - or his bedding gets thrown out of the window.
2. Gets together a reasonable CV and hawks it around the street ....unless he wishes to starve in a garrett
3. If he cannot learn to play the guitar, let him learn to love and use the vacuum cleaner/washing machine/iron/cooker!
4. GF is NOT allowed to stay over unless he does these things.
No discussion about the above. Just state that from now on, these are the rules. Become a broken record - just keep repeating them!
It will annoy the pants off him - but in the end, he should buckle down and appreciate that things do change - and you are no longer financially responsible for him and he has to start paying his way in life.0
